In this position, your work will have a profound impact on the country’s most critical role – protecting our national security. Key Responsibilities Provide expertise developing, formulating, crafting and documenting partnerships between the U.S. Department of Defense and the Ministries of Defense of U.S. Allies and International Partners in the areas of SATCOM planning, resource allocation, operational management and control to provide Command, Control and Communications (C3) capability to Warfighting units. Collaborate with U.S. Combatant Commands (COCOMS), including US SPACECOM (USSC), USEUCOM, USSTRATCOM; and the Ministries of Defense of NATO partner nations to provide specified SATCOM services to NATO under the NATO SATCOM Services 6th Generation (NSS6G) Memorandum of Understanding (MOU). Provide Project Management level oversight of the U.S. contributions to the NSS6G project; ensure required services are delivered on schedule and within cost. Analyze the performance of SATCOM SHF, EHF and management services provided to NATO; propose improvements, alternatives and adjustments as required or requested. Review cost, schedule and budget documents for NSS6G accuracy; coordinate with the USSF financial management lead to ensure invoices are submitted accurately and on time. Oversee processes to allocate NSS6G residual funds to support DoD SATCOM initiatives; audit cost, schedule and performance to ensure funding is expended per NSS6G guidance. Provide administrative assistance to the NSS6G JSMOL; coordinate with the U.S. Mission to NATO, the DoD CIO International Engagement Office, USSC and the NATO CIS Capability Panel to manage NATO SATCOM activities. Assist in developing, reviewing, legally adjudicating and signing DEFCOM MOUs and related CA/IA; represent the DoD customer at meetings and ensure agreements meet legal sufficiency per FAR and DoD guidance. Produce reports, white papers and memorandums; respond to taskings as required by the Program Manager. Analyze the DoD SATCOM Enterprise, including constellations and ground/user systems, contributing to warfighting capabilities; serve as the alternate lead for wideband and protected SATCOM systems when needed. Provide technical SATCOM system expertise to key DoD SATCOM organizations and program offices to evaluate cost, schedule and performance against applicable guidance. Support ongoing oversight activities, including operations, sustainment, and engineering analyses for military, International Partner, and Commercial SATCOM programs; conduct business case analyses and assess service program investments for compliance. Analyze satellite payloads and ground station architectures to ensure appropriate resource allocations; address integration and synchronization issues, including cybersecurity considerations; provide planning guidance for SATCOM architectures. Support the Enterprise SATCOM Management and Control (ESC-MC) initiative; review user requirements and DoD SATCOM enterprise architecture to inform program decisions. Prepare for reviews and meetings (e.g., ESC-SG and working groups); identify programmatic budget shortfalls and develop Actionable COAs; represent the DoD customer at senior-level forums for SATCOM technical and planning activities. Attend weekly staff meetings and prepare reports and briefings for senior leaders. Work Environment Location: On-site, Alexandria, VA Travel Requirements: 20–50%, frequent travel to CONUS and OCONUS locations Working Hours: Standard Qualifications Required 12+ years of experience in DoD staff positions, military service and/or commercial SATCOM environments 4+ years of experience crafting and developing DoD-level policies pertaining to C3 8+ years related experience plus Master’s degree OR 12+ years related experience plus Bachelor’s degree in a technical discipline; understanding of NATO command, staff and committee structures and processes Experience working with NATO or similar alliances where the U.S. is a partner Experience building and executing international agreements with U.S. Allies and International Partners, including legal frameworks Project Management Professional certification or at least 5 years in PM roles Experience with DoD PPBES, JCIDS, TMT, CATMS processes TS/SCI Clearance is required Desired Experience with Commercial SATCOM (COMSATCOM) Familiarity with TRANSEC concepts and CNSS publications applicable to SATCOM Ability to handle classified and proprietary information securely; strong teamwork with mixed contractor-government teams Attention to detail and strong communication skills; proficiency with MS Office, SharePoint and Teams Benefits KBR offers competitive benefits including a 401K with company match, medical, dental, vision, life insurance, AD&D, flexible spending accounts, disability, paid time off, and flexible work schedules; supports professional development.
