Overview Sr Program Mgr-Rail Activation & Testing role at Amtrak. This position manages testing, commissioning and related activities for the Hudson Tunnel Project and Amtrak’s customers, working with engineers, contractors and suppliers to ensure safe, reliable system activation and commissioning. Essential Functions Establish program control structures for effective execution of testing and commissioning across project-driven initiatives Train on control system design, construction, testing and commissioning Understand rail and transit operation design standards and safety regulations Understand project requirements and project closeout Maintain knowledge of subsystems such as Communications, SCADA, Traction power, Tunnel Ventilation, On-Board, Auxiliary Electrical Systems, and Mechanical-Electrical (MEP) Understand On-Board/Wayside Interface and Train Control technologies (ATC, PTC, CBTC); Systems Engineering & Systems Integration Collaborate with Designer of Record to identify and document cross-organizational and vendor-driven issues impacting project management or program acceptance Work with peers across the organization to develop and implement appropriate management processes with internal stakeholders Assess scope, schedule and budget through the design process and support systems testing and configuration Provide guidance on adherence to Project Management practices and support Hudson Tunnel Project technologies Build strong relationships within Amtrak to understand business challenges and opportunities in delivering the Hudson Tunnel Foster partnerships among team members and stakeholders by ensuring a quality management process during T&C development Ensure adherence to Amtrak Program Management methods and governance standards Minimum Qualifications Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree Strong project and program management skills Exceptional communication and stakeholder management skills with a focus on collaboration, team building, and customer service Must have work authorization in the United States Minimum Knowledge, Skills, and Abilities Strong project and program management skills Strong focus on collaboration, team building, and customer service Highly motivated and self-directed Excellent analytical, mathematical, and creative problem-solving skills Excellent listening, interpersonal, written, and oral communication skills Logical and efficient with keen attention to detail Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project) Preferred Experience, Education or Qualifications 9-12 years of relevant experience preferred Graduate degree PMP Certification Experience managing programs in the transportation industry environment Work Environment Four (4) days a week in the office Sit at a computer to complete assignments, projects, and majority of tasks Ability to work under pressure Occasional travel as needed, up to 25% Communications and Interpersonal Skills Must have excellent oral and written communication skills. Salary and Benefits The salary/hourly range is $135,800-$176,040. Pay is based on several factors including education, work experience, certifications, internal equity, and location. Amtrak may apply a geo-pay differential and offer incentive programs and a comprehensive benefits package including health, dental and vision plans; 401K with employer match; life insurance; disability coverage; paid time off; and other programs. Summary of Duties Under the direction of the Project Director, Hudson Tunnel, the Sr Program Mgr – Rail Systems Activation Testing & Commissioning is responsible for testing, commissioning and related activities as required by the Hudson Tunnel Project and Amtrak’s customers. The role operates with minimal supervision and collaborates with a team of engineers, third-party contractors, and suppliers. The incumbent provides guidance for best practices in construction management and project system activation and commissioning methods, supporting improvements in system safety, state of good repair, facility upgrades and expansions.
